Commissioners AL Tillman and Virgil Watkins voted yes, while Elaine Lucas, Bert Bivins, and Joe Allen voted no.

Valerie Wynn and Mallory Jones both choose to abstain, which means their vote counted as a yes.

They both said they oppose the license, but the county could get sued if they turn Amstar down again.

Commissioners Larry Schlesinger and Scotty Shepherd were absent.

The appeal needed five votes. Since the vote was split 4-3 in favor, the appeal will be reconsidered during next weeks meeting.
