'I really do want to ask him what was the reason': Family may file a lawsuit against Bibb County jail

The family and lawyers were informed there is a video of Shelley when his death occurred.

MACON, Ga. — The family of Carlos Shelley may file a lawsuit because, right now, they say they're not satisfied with the answers about how Shelley died. 

In June 2022, Shelley was found dead in his cell. Autopsy shows Shelley was strangled to death, and it was ruled a homicide. 

"Well, it's been hard because he's one person I can go to when I need something or when I need someone to talk to," his daughter Sierria Williams said. 

She said her father was her best friend, and it's weird now that he has passed. 

"It's been a lot because after him I was still losing folks so it's just been multiple cases like I been having to hold on to stay strong," Shelley said.

The family and attorney Michael Hill with Mayo Hill Law Firm learned there was a video showing how Shelley may have died. Hill told 13WMAZ in a statement:

"Based on my communications with the Bibb County District Attorney’s office, there is a video of the area of the jail where Mr. Shelly’s death occurred. However, we have been unable to obtain the video from the Bibb County Sheriff’s Office or the Bibb County District Attorney’s Office"

Hill says the video may offer more evidence that could "demonstrate the culpability of the Bibb County Jail in Mr. Shelly’s death." 

This is not the first time Shelley and the Bibb County jail have been in court. In 2016, Shelley was in jail and filed a lawsuit against the jail.

He wrote he was concerned for his safety and health in the jail. In the letter he continues to write he was a confidential informant for the Bibb County District Attorney's Office getting information about contraband being sent into the prison by jail officers. 

He explained he had more information about the situation and wanted to file the suit. 

However, the suit was dismissed because Shelley failed to pay filing fees. 

Right now, Joseph Moore, 50, is charged with aggravated assault and murder for allegedly killing Shelley in his cell.
